OMINOUS LEGISLATION PASSES CONGRESS WITH LITTLE PROTEST

Alittle-noted provision of the recently passed Defense Authorization Act allows President Bush to send in the military to police any trouble spot in this country regardless of the wishes of state governors.

On Oct. 17, President Bush signed the John Warner National Defense Authorization Act for Fiscal Year 2007.

The act grants the military the authority to seek from Congress $462.8 billion. In addition, Senate and House conferees added another $70 billion in supplemental defense spending bringing the overall total of the act to an unprecedented $532.8 billion. The supplemental funding provides billions of dollars to help “reset” Army and Marine Corps equipment, which is wearing out faster than planned because of the war in Afghanistan and the occupation of Iraq.

A highly controversial and little-known aspect of the act “contains a widely opposed provision to allow the president more control over the National Guard [by adopting] changes to the Insurrection Act, which will make it easier for this or any future president to use the military to restore order without the consent of the nation’s governors,” Sen. Patrick Leahy (D-Ver.) said.

Americans “certainly do not need to make it easier for presidents to declare martial law,” Leahy said. “Invoking the Insurrection Act and using the military for law enforcement activities goes against some of the central tenets of our democracy. One can easily envision governors and mayors in charge of an emergency having to constantly look over their shoulders while someone who has never visited their communities gives the orders.”

The act “subverts solid, long-standing Posse Comitatus statutes that limit the military’s involvement in law enforcement, thereby making it easier for the president to declare martial law,” Leahy said. This had been “slipped in as a rider with little study” while “other congressional committees with jurisdiction over these matters had no chance to comment, let alone hold hearings on these proposals.”

There is good reason, Leahy said, “for the constructive friction in existing law when it comes to martial law declarations. Using the military for law enforcement goes against one of the founding tenets of our democracy. We fail our Constitution, neglecting the rights of the states, when we make it easier for the president to declare martial law and trample on local and state sovereignty.”

The law allows the president to “employ the armed forces, including the National Guard in federal service, to restore public order and enforce the laws of the United States when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition in any state or possession of the United States, that the president determines that domestic violence has occurred to such an extent that the constituted authorities of the state or possession are incapable of maintaining public order to suppress in any state, any insurrection, domestic violence, unlawful combination or conspiracy.”

“Or other condition” is a critical line in the new law, skeptics say. The president can send the National Guard into any community for any—even frivolous—reasons, they argue.

SPECIAL OPERATIONS PREPARED FOR DOMESTIC MISSIONS

The U.S. Northern Command, the military command responsible for "homeland defense," has asked the Pentagon if it can establish its own special operations command for domestic missions. The request, reported in the Washington Examiner, would establish a permanent sub-command for responses to incidents of domestic terrorism as well as other occasions where special operators may be necessary on American soil.

The establishment of a domestic special operations mission, and the preparation of contingency plans to employ commandos in the United States, would upend decades of tradition. Military actions within the United States are the responsibility of state militias (the National Guard), and federal law enforcement is a function of the FBI.

Employing special operations for domestic missions sounds very ominous, and NORTHCOM's request earlier this year should receive the closest possible Pentagon and congressional scrutiny. There's only one problem: NORTHCOM is already doing what it has requested permission to do.

When NORTHCOM was established after 9/11 to be the military counterpart to the Department of Homeland Security, within its headquarters staff it established a Compartmented Planning and Operations Cell (CPOC) responsible for planning and directing a set of "compartmented" and "sensitive" operations on U.S., Canadian and Mexican soil. In other words, these are the very special operations that NORTHCOM is now formally asking the Pentagon to beef up into a public and acknowledged sub-command.

NORTHCOM's compartmented and sensitive operations fall under the Joint Chiefs of Staff "Focal Point" program, a separate communications and planning network used to hide special operations undertaken by the Joint Special Operations Command, headquartered in North Carolina, and by CIA and other domestic compartmented activities.

Since 2003, the CPOC has had a small core of permanent members drawn from the operations, intelligence and planning directorates. In an emergency, the staff can be expanded. According to NORTHCOM documents, CPOC is involved in planning for a number of domestic missions, including:

-- Non-conventional assisted recovery
-- Integrated survey programs
-- Information operations/"special technical operations"
-- "Special activities"

What are all of these programs? CPOC's basic missions include responding to incidents of weapons of mass destruction, support for continuity of government, protection of the president, response to domestic terrorism and insurrection and (presumably) domestic intelligence collection. ("Special activities" is a euphemism for covert operations.)

A number of operations plans have been associated with these domestic operations:

-- CONPLAN 0300 is the basic contingency plan for combating domestic terrorism (and may have been folded into newer such plans now under the control of U.S. Special Operations Command).

-- "Power Geyser" is the contingency plan for incidents of weapons of mass destruction in the Washington area. This includes both recovery of a stolen nuclear weapon or disabling of an improvised weapon or dirty bomb.

-- USNORTHCOM Antiterrorism Operations Order 05-01 deals with domestic counterterrorism and domestic intelligence against groups intent on attacking military interests.

With all this going on, for NORTHCOM to ask permission now seems beside the point. Still, it's always better to ask. Isn't it?

LOCAL TROOPS TO DEPLOY TO NATION'S CAPITOL

DAYTONA BEACH, Fla. -- Members of the 1st Battalion 265 Air Defense Artillery have mobilized and are on a plane headed first to Ft. Bliss, then for federal active duty in the capital region.

The troops will be deployed for a year. The 265th is part of Operation Noble Eagle. They are ordered by the president to the nation's capital, where they will operate high-tech weapons systems against any potential air threat.

Though the solders are staying in the states, they are on serious business. Staff Sgt. James Todd said duty at home is just as important as the mission overseas.

FYI: Operation Noble Eagle

Operation Noble Eagle is the U.S. military operational designator to the military's efforts in the War on Terrorism that were carried out on US soil. The operation began September 14, 2001, in response to the September 11 terrorist attacks, and continues to the time of this writing. Operation Noble Eagle comprises, among other things, air interceptor patrols over and around cities and the mobilization of thousands of National Guard and Reserve troops to perform security missions on military installations, airports and other potential targets such as bridges. This operation also marks the first combat mission of the F-22 Raptor.

Conducted under the Garden Plot contingency plan.

Operation Garden Plot is a general U.S. Army and National Guard plan to respond to major domestic civil disturbances within the United States. The plan was developed in response to the civil disorders of the 1960s and is now under the control of the U.S. Northern Command (NORTHCOM). It provides Federal military and law enforcement assistance to local governments during times of major civil disturbances.

Garden Plot was last activated (as Noble Eagle) to provide military assistance to civil authorities following the September 11, 2001 attacks on the United States.

Under Homeland Security restructuring, it has been suggested that similar models be followed.

Chertoff Predicts Simultaneous LA-San Francisco Dirty Bombs

Someone I know attended a talk which Homeland Security Head Michael Chertoff gave today at the University of Southern California on port and supply-chain security and public infrastructure protection.

My contact reported to me today by email that Chertoff spoke about more "gut feelings" that he (Chertoff) has about a simultaneous Los Angeles / San Francisco dirty bomb attack that "our enemy is surely planning".

I've had a hunch for a long time that the next false flag attack will be on the West Coast, so that it seems that the whole country is under attack, and not just the East Coast.

Congressman Denied Access To Continuity of Government Plans

WASHINGTON -- Oregonians called Peter DeFazio's office, worried there was a conspiracy buried in the classified portion of a White House plan for operating the government after a terrorist attack.

As a member of the U.S. House on the Homeland Security Committee, DeFazio, D-Ore., is permitted to enter a secure "bubbleroom" in the Capitol and examine classified material. So he asked the White House to see the secret documents.

On Wednesday, DeFazio got his answer: DENIED.

"I just can't believe they're going to deny a member of Congress the right of reviewing how they plan to conduct the government of the United States after a significant terrorist attack," DeFazio says.

Homeland Security Committee staffers told his office that the White House initially approved his request, but it was later quashed. DeFazio doesn't know who did it or why.

"We're talking about the continuity of the government of the United States of America," DeFazio says. "I would think that would be relevant to any member of Congress, let alone a member of the Homeland Security Committee."

Bush administration spokesman Trey Bohn declined to say why DeFazio was denied access: "We do not comment through the press on the process that this access entails. It is important to keep in mind that much of the information related to the continuity of government is highly sensitive."

Norm Ornstein, a legal scholar who studies government continuity at the conservative American Enterprise Institute, said he "cannot think of one good reason" to deny access to a member of Congress who serves on the Homeland Security Committee.

"I find it inexplicable and probably reflective of the usual, knee-jerk overextension of executive power that we see from this White House," Ornstein said.

This is the first time DeFazio has been denied access to documents. DeFazio has asked Homeland Security Committee Chairman Bennie Thompson, D-Miss., to help him access the documents.

"Maybe the people who think there's a conspiracy out there are right," DeFazio said.

My wake-up call: Watch For Another 9/11-WMD Experience

This is a wake-up call that we are about to experience another 9/11-WMD experience.

The wake-up call is unlikely to be effective, because the American attitude toward government changed fundamentally 70-odd years ago. Prior to the 1930s, Americans were suspicious of government, but with the arrival of the Great Depression, Tojo, and Hitler, President Franklin D. Roosevelt convinced Americans that government existed to protect them from rapacious private interests and foreign threats. Today, Americans are more likely to give the benefit of the doubt to government than they are to family members, friends, and those who would warn them about the government’s protection.

Intelligent observers are puzzled that President Bush is persisting in a futile and unpopular war at the obvious expense of his party’s electoral chances in 2008.

In the July 18 Los Angeles Times (“Bush the Albatross”), Ronald Brownstein reminds us that Bush’s behavior is disastrous for his political party. Unpopular presidents “have consistently undercut their party in the next election.” Brownstein reports that “88 percent of voters who disapproved of the retiring president’s job performance voted against his party’s nominee in past elections. . . . On average, 80 percent of voters who disapproved of a president’s performance have voted against his party’s candidates even in House races since 1986.”

Brownstein notes that with Bush’s dismal approval rating, this implies a total wipeout of the Republicans in 2008.

A number of pundits have concluded that the reason the Democrats have not brought a halt to Bush’s follies is that they expect Bush’s unpopular policies to provide them with a landslide victory next year.

There is a problem with this reasoning. It assumes that Cheney, Rove, and the Republicans are ignorant of these facts or are content for the Republican Party to be destroyed after Bush has his warmonger-police state fling. “After me, the deluge.”

Isn’t it more likely that Cheney and Rove have in mind events that will, once again, rally the people behind President Bush and the Republican Party, that is fighting the “war on terror” that the Democrats “want to lose”?

Such events could take a number of forms. As even diehard Republican Patrick J. Buchanan observed on July 17, with three US aircraft carrier battle groups in congested waters off Iran, another Tonkin Gulf incident could easily be engineered to set us at war with Iran.

If Bush’s intentions were merely to bomb a nuclear reactor, he would not need three carrier strike forces.

Lately, the administration has switched to blaming Iran for the war in Iraq. The US Senate has already lined up behind the latest lie with a 97-0 vote to condemn Iran.

Alternatively, false flag “terrorist” strikes could be orchestrated in the US. The Bush administration has already infiltrated some dissident groups and encouraged them to participate in terrorist talk, for which they were arrested. It is possible that the administration could provoke some groups to actual acts of violence.

Many Americans dismiss suspicion of their government as treasonous, and most believe conspiracy to be impossible “because someone would talk.”

There is no basis in any known fact for this opinion.

According to polls, 36 percent of the American people disbelieve the 9/11 Commission Report. Despite this lack of confidence, and despite the numerous omissions and errors in the report, it has proven impossible to have an independent investigation of 9/11 or to examine the official explanation in public debate. Even experts and people with a lifetime of distinguished public service are dismissed as “conspiracy theorists,” “kooks,” and “traitors” if they question the official explanation of 9/11. This despite the fact that war in the Middle East, a long-planned goal of Bush’s neoconservative administration, could not have been initiated without a “new Pearl Harbor.”

That powerfully constructed steel buildings could suddenly turn to dust because they were struck by two flimsy aluminum airliners and experienced small fires on a few floors that burned for a short time appears unexceptionable to a majority of Americans.

Moreover, people have talked. Hundreds of them. Firefighters, police, janitors, and others report hearing and experiencing a series of explosions in upper floors and massive explosions in the underground basements. This eyewitness testimony was kept under wraps for three or more years until the official explanation had taken root. The oral histories were finally forced loose by Freedom Of Information Act suits. The eyewitness reports of explosion after explosion had no effect.

Larry Silverstein, who received billions of dollars in insurance payments for the destroyed buildings, talked. He said on public television that the order was given “to pull” building 7. His stunning admission had no effect.

The Bush administration is preparing us for more terrorist attacks. The latest intelligence report says that Al Qaeda has regrouped, rebuilt, and has the ability to come after us again. "Al Qaeda will intensify its efforts to put operatives here," says the report.

Security operatives, such as Michael Chertoff, and various instruments of administration propaganda have warned that we will be attacked before next year’s election. Chertoff is not a person who wants to be known as Chicken Little for telling us that the sky is falling.

Bush has the Republican Party in such a mess that it cannot survive without another 9/11. Whether authentic or orchestrated, an attack will activate Bush’s new executive orders, which create a dictatorial police state in event of “national emergency.” [See here.]

The UK government is hand-in-glove with the Bush administration and will provide cover or verification for whatever claim the Bush administration advances. So will the right-wing governments in Canada and Australia. That takes care of the English-speaking world from which contrary explanations might reach the American people.

It is possible that Bush is now too weak, that suspicion is too great, and that there is too much internal resistance in the federal bureaucracy and military for any such scenario. If so, then my prediction prior to the invasion that the US invasion of Iraq will destroy Bush, the Republican Party, and the conservative movement will be proven true. The Democrats’ strategy of doing nothing except making sure Bush gets his way will produce the landslide that they expect.

However, this assumes that Cheney, Rove, and their neoconservative allies have lost their cunning and their manipulative skills. It is difficult to imagine a more dangerous assumption for Democrats and the American people to make.

Once the US experiences new attacks, Bush will be vindicated. His voice will be confident as he speaks to the nation:

“My administration knew that there would be more attacks from these terrorists who hate us and our way of life and are determined to destroy every one of us. If only more of you had believed me and supported my war on terror these new attacks would not have happened. Our security efforts were impaired by the Democrats’ determined attempts to surrender to the terrorists by forcing our withdrawal from Iraq and by civil libertarian assaults on our necessary security measures. If only more Americans had trusted their government, this would not have happened.”

And so on. Anyone should be able to write the script.

This Summer, Will America Officially Become A Totalitarian State?

The unfolding of events over the past 7 years and the recent emergence of certain key facts point to the prospect of an ominous conclusion: before the summer is up, America will be brought under martial law with George W. Bush and Dick Cheney at the helm.

In May 2007, Bush posted a national continuity policy to the White House Web site that bypasses Congress and puts him in charge of all three branches of the federal government if there is a "catastrophic emergency" -- vaguely defined to include anything from a destructive hurricane to a terrorist attack. This leaves democracy in America dangling on a thin thread of chance that such a "catastrophe" doesn't happen.

On Wednesday, Michael Chertoff, Secretary of the Department of Homeland Security, said he has a "gut" feeling that Al Qaeda will launch another terrorist attack on the U.S. mainland sometime this summer. Chertoff's "gut feeling" comes on the heels of the latest National Intelligence Estimate, which maintains that in the past year, Al Qaeda has reconstituted its core structure and has grown stronger along the Pakistan/Afghanistan border.

This information is disconcerting in itself. But it becomes even more so when considered in the context of the Bush administration's unrelenting quest for power. Consider these facts, for example: The September 11 attacks were foreshadowed by the Project for the New American Century (PNAC) in its report on Rebuilding American Defenses (2000) when it stated, "the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event - like a new Pearl Harbor . . ." This would not be significant were it not for the fact that the Vice President, among other key members of the Bush Administration, were founding members of PNAC.

This neoconservative organization also prescribed forced regime change in Iraq and buildup of a permanent U.S. military presence there. The primary goal for invading Iraq was not to quell tensions or stop the threat of terrorism posed by the Hussein regime but instead to advance U.S. interests in the region through military force. The 2000 report stated, "while the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein." Regime change was therefore pretense for the invasion.

Clearly, the invasion of Iraq was never conceived as a means of stopping Saddam Hussein from instigating terrorism. This was made plain in the official British documents known as the Downing Street memos, which said that Bush was attempting to make the facts "fit" the policy in order to justify invading Iraq -- since Hussein's WMD capability was in fact "less than that of Libya, North Korea or Iran." The redeployment of U.S. troops and special forces to Iraq was done in spite of the fact that the hub of Al Qaeda was in Pakistan and Afghanistan. So the Bush administration permitted Al Qaeda to regroup and strengthen in Pakistan and Afghanistan to pursue its ideology of global dominance in Iraq.

Add to these facts that the Bush administration has displayed consistent disregard for the rule of law by canceling habeas corpus, disregarding the Geneva Conventions in the torture of prisoners of war, using signing statements to override congressional lawmaking authority, eavesdropping on Americans without court warrants, summarily refusing to comply with Congressional subpoenas, firing federal prosecutors for political reasons, outing a covert CIA agent, threatening to jail journalists for disclosing leaked government documents, censoring mainstream media and infusing it with government propaganda ("prepackaged news" staged by PR firms working for the government), placing "gatekeepers" in all federal agencies who report directly to the White House, eliminating legal protections for government whistle blowers, arresting peaceful protestors, manipulating the terror alert system to instill fear in Americans, and stacking the Supreme Court.

In a press conference on Thursday regarding the war in Iraq, Bush indicated that he will not be discouraged by what the American people believe. He said that, while he preferred to be loved, he had to do the right thing.

Do what is right by whose standards? Not those of the generals; and certainly not those of the majority of Americans. While the mainstream media brought out its analysts to comment on Bush's press conference, none drew the obvious conclusion. In a democracy, it is the will of the people, not that of a single man, that is paramount. But, according to Bush, respecting the will of the American people would be nice if it happened to accord with his own will, but not in the least essential to shaping U.S. policy, even if that policy happened to affect the lives and limbs (and tax dollars) of the American people. This is dictatorship (or "decidership") at its core, not democracy.

All of these facts, among others, point to the willingness of this administration to stop at little or nothing to advance its ideology. It has proven its resolve to lie to the American people, violate their civil liberties, and discount their will. It has shown little respect for the rule of law or the U.S. Constitution.

So, this summer (or sometime before the 2008 presidential elections), will America officially become a totalitarian state brought under martial law by a ruthless dictator? If Chertoff's gut is right, just add the current national continuity policy and the conclusion follows.

Like a game of chess drawing to a close, there is a chilling aura that the final checkmate is imminent. In the least, democracy in America is in grave danger and at best dependent on chance.

Message to the Congress of the United States Regarding International Emergency Economic Powers Act

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act, as amended (50 U.S.C. 1701 et seq.)(IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.)(NEA), and section 301 of title 3, United States Code,

I, GEORGE W. BUSH, President of the United States of America, find that, due to the unusual and extraordinary threat to the national security and foreign policy of the United States posed by acts of violence threatening the peace and stability of Iraq and undermining efforts to promote economic reconstruction and political reform in Iraq and to provide humanitarian assistance to the Iraqi people, it is in the interests of the United States to take additional steps with respect to the national emergency declared in Executive Order 13303 of May 22, 2003, and expanded in Executive Order 13315 of August 28, 2003, and relied upon for additional steps taken in Executive Order 13350 of July 29, 2004, and Executive Order 13364 of November 29, 2004. I hereby order:

Section 1. (a) Except to the extent provided in section 203(b)(1), (3), and (4) of IEEPA (50 U.S.C. 1702(b)(1), (3), and (4)), or in regulations, orders, directives, or licenses that may be issued pursuant to this order, and notwithstanding any contract entered into or any license or permit granted prior to the date of this order, all property and interests in property of the following persons, that are in the United States, that hereafter come within the United States, or that are or hereafter come within the possession or control of United States persons, are blocked and may not be transferred, paid, exported,

withdrawn, or otherwise dealt in: any person determined by the Secretary of the Treasury, in consultation with the Secretary of State and the Secretary of Defense,

(i) to have committed, or to pose a significant risk of committing, an act or acts of violence that have the purpose or effect of:

(A) threatening the peace or stability of Iraq or the Government of Iraq; or

(B) undermining efforts to promote economic reconstruction and political reform in Iraq or to provide humanitarian assistance to the Iraqi people;

(ii) to have materially assisted, sponsored, or provided financial, material, logistical, or technical support for, or goods or services in support of, such an act or acts of violence or any person whose property and interests in property are blocked pursuant to this order; or

(iii) to be owned or controlled by, or to have acted or purported to act for or on behalf of, directly or indirectly, any person whose property and interests in property are blocked pursuant to this order.

(b) The prohibitions in subsection (a) of this section include, but are not limited to, (i) the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to this order, and (ii) the receipt of any contribution or provision of funds, goods, or services from any such person.

Sec. 2. (a) Any transaction by a United States person or within the United States that evades or avoids, has the purpose
of evading or avoiding, or attempts to violate any of the prohibitions set forth in this order is prohibited.

(b) Any conspiracy formed to violate any of the prohibitions set forth in this order is prohibited.

Sec. 3. For purposes of this order:

(a) the term "person" means an individual or entity;

(b) the term "entity" means a partnership, association, trust, joint venture, corporation, group, subgroup, or other organization; and

(c) the term "United States person" means any United States citizen, permanent resident alien, entity organized under the laws of the United States or any jurisdiction within the United States (including foreign branches), or any person in the United States.

Sec. 4. I hereby determine that the making of donations of the type specified in section 203(b)(2) of IEEPA (50 U.S.C. 1702(b)(2)) by, to, or for the benefit of, any person whose property and interests in property are blocked pursuant to this order would seriously impair my ability to deal with the national emergency declared in Executive Order 13303 and expanded in Executive Order 13315, and I hereby prohibit such donations as provided by section 1 of this order.

Sec. 5. For those persons whose property and interests in property are blocked pursuant to this order who might have a constitutional presence in the United States, I find that, because of the ability to transfer funds or other assets

instantaneously, prior notice to such persons of measures to be taken pursuant to this order would render these measures ineffectual. I therefore determine that for these measures to be effective in addressing the national emergency declared in Executive Order 13303 and expanded in Executive Order 13315, there need be no prior notice of a listing or determination made pursuant to section 1(a) of this order.

Sec. 6. Unless Congress immediately impeaches Bush and Cheney, a year from now the US could be a dictatorial police state at war with Iran.

Bush has put in place all the necessary measures for dictatorship in the form of "executive orders" that are triggered whenever Bush declares a national emergency. Recent statements by Homeland Security Chief Michael Chertoff, former Republican senator Rick Santorum and others suggest that Americans might expect a series of staged, or false flag, "terrorist" events in the near future.

Many attentive people believe that the reason the Bush administration will not bow to expert advice and public opinion and begin withdrawing US troops from Iraq is that the administration intends to rescue its unpopular position with false flag operations that can be used to expand the war to Iran.

Too much is going wrong for the Bush administration: the failure of its Middle East wars, Republican senators jumping ship, Turkish troops massed on northern Iraq's border poised for an invasion to deal with Kurds, and a majority of Americans favoring the impeachment of Cheney and a near-majority favoring Bush's impeachment. The Bush administration desperately needs dramatic events to scare the American people and the Congress back in line with the militarist- police state that Bush and Cheney have fostered.

William Norman Grigg recently wrote that the GOP is "praying for a terrorist strike" to save the party from electoral wipeout in 2008. Chertoff, Cheney, the neocon nazis, and Mossad would have no qualms about saving the bacon for the Republicans, who have enabled Bush to start two unjustified wars, with Iran waiting in the wings to be attacked in a third war.

The Bush administration has tried unsuccessfully to resurrect the terrorist fear factor by infiltrating some blowhard groups and encouraging them to talk about staging "terrorist" events. The talk, encouraged by federal agents, resulted in "terrorist" arrests hyped by the media, but even the captive media was unable to scare people with such transparent sting operations.

If the Bush administration wants to continue its wars in the Middle East and to entrench the "unitary executive" at home, it will have to conduct some false flag operations that will both frighten and anger the American people and make them accept Bush's declaration of "national emergency" and the return of the draft. Alternatively, the administration could simply allow any real terrorist plot to proceed without hindrance.

A series of staged or permitted attacks would be spun by the captive media as a vindication of the neoconservatives' Islamophobic policy, the intention of which is to destroy all Middle Eastern governments that are not American puppet states. Success would give the US control over oil, but the main purpose is to eliminate any resistance to Israel's complete absorption of Palestine into Greater Israel.

2. Why would Republican warmonger Rick Santorum say on the Hugh Hewitt radio show that "between now and November, a lot of things are going to happen, and I believe that by this time next year, the American public's (sic) going to have a very different view of this war."


3. Ask yourself: Would a government that has lied us into two wars and is working to lie us into an attack on Iran shrink from staging "terrorist" attacks in order to remove opposition to its agenda? Only a diehard minority believes in the honesty and integrity of the Bush-Cheney administration and in the truthfulness of the corporate media. Hitler, who never achieved majority support in a German election, used the Reichstag fire to fan hysteria and push through the Enabling Act, which made him dictator. Determined tyrants never require majority support in order to overthrow constitutional orders. The American constitutional system is near to being overthrown. Are coming "terrorist" events of which Chertoff warns and Santorum promises the means for overthrowing our constitutional democracy?

Throughout its existence the US government has staged incidents that the government then used in behalf of purposes that it could not otherwise have pursued. According to a number of writers, false flag operations have been routinely used by the Israeli state. During the Czarist era in Russia, the secret police would set off bombs in order to arrest those the secret police regarded as troublesome. Hitler was a dramatic orchestrator of false flag operations. False flag operations are a commonplace tool of governments.

This legislation was intended to deter terrorism by implementing the following:

*Establishing national standards for state-issued driver's licenses and non-driver's identification cards;

Data requirements

Each card must include, at a minimum, the person's full legal name, signature, date of birth, gender, driver's license or identification card number. It is required to have physical security features designed to prevent tampering, counterfeiting, or duplication of the document for fraudulent purposes. It will use common machine-readable technology, with defined minimum data elements (the details of which are not spelled out, but left to the Secretary of Homeland Security, in consultation with the Secretary of Transportation and the states, to regulate.)

Documentation required before issuing a license or ID card

Before a card can be issued, the applicant must provide the following documentation:

*A photo ID, or a non-photo ID that includes full legal name and birthdate.
*Documentation of birthdate.

The United States Military Commissions Act of 2006, Pub. L. No. 109-366, 120 Stat. 2600 (Oct. 17, 2006), enacting Chapter 47A of title 10 of the United States Code, is an Act of Congress (Senate Bill 3930 signed by President George W. Bush on October 17, 2006.

The Act's stated purpose is to "facilitate bringing to justice terrorists and other unlawful enemy combatants through full and fair trials by military commissions, and for other purposes.

The Act has also been denounced by critics who assert that its wording makes possible the permanent detention and torture (as defined by the Geneva Conventions) of anyone - including American citizens - based solely on the decision of the President.

In the House debate, Representative David Wu of Oregon offered this scenario:

"Let us say that my wife, who is here in the gallery with us tonight, a sixth generation Oregonian, is walking by the friendly, local military base and is picked up as an unlawful enemy combatant. What is her recourse? She says, I am a U.S. citizen. That is a jurisdictional fact under this statute, and she will not have recourse to the courts? She can take it to Donald Rumsfeld, but she cannot take it across the street to an article 3 court."

The Insurrection Act of 1807 is the set of laws that govern the President of the United States of America's ability to deploy troops within the United States to put down lawlessness, insurrection and rebellion. The laws are chiefly contained in 10 U.S.C. § 331 - 10 U.S.C. § 335. The general aim is to limit Presidential power as much as possible, relying on state and local governments for initial response in the event of insurrection.

On September 30, 2006, the Congress modified the Insurrection Act as part of the 2007 Defense Authorization Bill. Section 1076 of the new law changes Sec. 333 of the "Insurrection Act," and widens the President's ability to deploy troops within the United States to enforce the laws. Under this act, the President may also deploy troops as a police force during a natural disaster, epidemic, serious public health emergency, terrorist attack, or other condition, when the President determines that the authorities of the state are incapable of maintaining public order. The bill also modified Sec. 334 of the Insurrection Act, giving the President authority to order the dispersal of either insurgents or "those obstructing the enforcement of the laws." The new law changed the name of the chapter from "Insurrection" to "Enforcement of the Laws to Restore Public Order."

The 2007 Defense Authorization Bill, with over $500 billion allocated to the military, and which also contained the changes to the Insurrection Act of 1807, was passed by a bipartisan majority of both houses of Congress: 398-23 in the House and by unanimous consent in the Senate.

On February 7, 2007, Sen. Patrick Leahy (D-VT) and Sen. Kit Bond (R-MO) introduced legislation that would revert the Insurrection Act to its previous state. Sen. Leahy argues that the modifications to the law make it unnecessarily easy to assert federal authority over national guard elements without the consent of governors, and that the changes removed a "useful friction" that existed between the Insurrection Act and the Posse Comitatus Act.

Senator Leahy remarked on September 19th, 2006, "we certainly do not need to make it easier for Presidents to declare martial law. Invoking the Insurrection Act and using the military for law enforcement activities goes against some of the central tenets of our democracy. It creates needless tension among the various levels of government – one can easily envision governors and mayors in charge of an emergency having to constantly look over their shoulders while someone who has never visited their communities gives the orders."

President Bush has signed a directive granting extraordinary powers to the office of the president in the event of a declared national emergency, apparently without congressional approval or oversight.

The "National Security and Homeland Security Presidential Directive" was signed May 9, 2007

It was issued with the dual designation of NSPD-51, as a National Security Presidential Directive, and HSPD-20, as a Homeland Security Presidential Directive.

The directive establishes under the office of the president a new national continuity coordinator whose job is to make plans for "National Essential Functions" of all federal, state, local, territorial and tribal governments, as well as private sector organizations to continue functioning under the president's directives in the event of a national emergency.

"Catastrophic emergency" is loosely defined as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions."

SPECIAL OPERATIONS PREPARED FOR DOMESTIC MISSIONS

The U.S. Northern Command, the military command responsible for "homeland defense," has asked the Pentagon if it can establish its own special operations command for domestic missions. The request, reported in the Washington Examiner, would establish a permanent sub-command for responses to incidents of domestic terrorism as well as other occasions where special operators may be necessary on American soil.

The establishment of a domestic special operations mission, and the preparation of contingency plans to employ commandos in the United States, would upend decades of tradition. Military actions within the United States are the responsibility of state militias (the National Guard), and federal law enforcement is a function of the FBI.

When NORTHCOM was established after 9/11 to be the military counterpart to the Department of Homeland Security, within its headquarters staff it established a Compartmented Planning and Operations Cell (CPOC) responsible for planning and directing a set of "compartmented" and "sensitive" operations on U.S., Canadian and Mexican soil. In other words, these are the very special operations that NORTHCOM is now formally asking the Pentagon to beef up into a public and acknowledged sub-command.

NORTHCOM's compartmented and sensitive operations fall under the Joint Chiefs of Staff "Focal Point" program, a separate communications and planning network used to hide special operations undertaken by the Joint Special Operations Command, headquartered in North Carolina, and by CIA and other domestic compartmented activities.

Since 2003, the CPOC has had a small core of permanent members drawn from the operations, intelligence and planning directorates. In an emergency, the staff can be expanded. According to NORTHCOM documents, CPOC is involved in planning for a number of domestic missions, including:

-- Integrated survey programs

..Al-Qaida is aggressively recruiting black Americans for suicide operations against the homeland, say FBI analysts who have reviewed recent videotaped messages from the terror group's leaders.

A speech released May 5 by Osama bin Laden's deputy confirms earlier fears that African-Americans are the No. 1 recruiting target for the next generation of attacks. Al-Qaida has been trying to lower its Arab profile to reduce the odds that its terror cells will be subjected to security scrutiny.

"Federal and local law enforcement authorities should be aware that al-Qaida terrorists may not appear Arab," warns a recent Homeland Security intelligence report obtained by WND. "Non-Arab al-Qaida operatives could find it easier to avoid unwanted scrutiny since they may not fit typical profiles."

In the latest message, al-Qaida No. 2 Dr. Ayman al-Zawahiri clearly seeks to sow political and racial discontent among African-Americans. He makes frequent references to what he calls the "martyr" Malcolm X, and says "I want blacks in America to know that we are waging jihad to lift oppression from all mankind."

Zawahiri encourages African-Americans to follow the example of Malcolm X, a.k.a. al-Hajj Malik al-Shabazz, who he says was not afraid to sacrifice his life to fight American "oppression."

According to a transcript of the hour-long screed, Zawahiri said this is "the culture which the struggler and martyr Malcolm X (may Allah have mercy upon him) fought against when he told his repressed black brothers in America, 'If you're not ready to die for it, take the word "freedom" out of your vocabulary.'"

"Freedom is something that you have to do for yourself," he quotes Malcolm X as saying. "The price of freedom is death."

Zawahiri, again citing the teachings of Malcolm X, suggests that black Muslims who do not rise up against America are no better than "house slaves."

It's the first time al-Qaida has identified Malcolm X as a fellow Islamic "struggler and martyr," analysts say.

"Zawahiri's focus on race relations may be benefiting from the input of a U.S. citizen named Adam Yahiye Gadahn – a.k.a Azaam al-Amriki – who is a senior member of al-Qaida's media committee," said former CIA analyst Michael Scheuer, now an analyst for the Jamestown Foundation, a Washington, D.C.-based think tank specializing in national security.

Indeed," he added, "the deftness and political timeliness of Zawahiri's statements suggest that al-Qaida may have more than a single American advising it."

Last year, in another nearly hour-long videotaped speech, al-Qaida propaganda chief Gadahn invited blacks to convert to Islam and take revenge against a nation that enslaved their ancestors.

Gadahn, a white convert from California thought to be operating out of al-Qaida's new base in Pakistan, slammed his native America, which he said "shamelessly brought us lynch laws, Jim Crow, and a death row where only convicts of certain races are sent."

In courting African-Americans, he also encouraged them to forsake Christianity, which he claims whites have used as an excuse to abuse blacks.

"Islam rejects the Judeo-Christian doctrines concerning Eve and Ham, which the West has used to justify all manner of abuse and ill treatment of women and blacks," Gadahn said. "Islam is for everyone."

Gadahn, who is wanted by the FBI for treason, also claims that America "enslaved Africa."

Islamic terrorism analysts point out that al-Qaida's racial history lessons conveniently leave out the fact that Arab Muslim slave traders sold Africans into bondage.

"The Arab is the true master of the African," said Bill Warner, director of the Centre for Study of Political Islam. "Blacks like to imagine Islam is their counterweight to white power, not that Islam has ruled them for 1,400 years."

Blacks account for the largest share of Muslims in America. A great many of them are converts to Islam. And remarkably, the religion is flourishing among African-Americans since 9/11. Analysts fear the trend plays right into bin Laden's hands.

Black converts say Islam has more in common with their African heritage than Christianity. In fact, black Muslim leaders often refer to such conversions as "reversions," claiming black "reverts" are merely returning to the Islamic faith prominent among their African forebears who were forced into slavery.

"You have African-American men seeking liberation," explained black Muslim leader Eric Erfan Vickers, "and many see Christianity as a white man's religion that continues to oppress."

Vickers, a convert to Islam, does not consider al-Qaida a terrorism group. "They are involved in a resistance movement," he contended.

Prisons have already proven to be a fertile recruiting ground for al-Qaida, spawning the likes of shoe bomber Richard Reid and alleged dirty bomber Jose Padilla.

Christian prison chaplains say Islam is so popular with inmates they are having a hard time competing with Muslim chaplains for their souls. Blacks are being converted by the cell block. The FBI worries blacks could be the next face of terror in America.

Since 9/11, the agency has already disrupted several home-grown terror plots involving black Muslim converts, including:

# A group of black Muslim converts in Miami who allegedly conspired to blow up the Sears Tower in Chicago (some had rap sheets).

# A Chicago black Muslim, Derrick Shareef, who allegedly plotted to blow up a local shopping mall.

# A black U.S. soldier, Hassan Abujihaad, who allegedly fed terrorists classified information about U.S. battleship movements in the Strait of Hormuz.

# Black ex-con Muslims in Torrance, Calif., who allegedly planned to attack military recruiting stations and synagogues in the state. The plot was initially hatched in prison.

Still, some analysts doubt al-Qaida's pitch will resonate in today's black community beyond a handful of malcontents. They point out that African-Americans are no longer held back by institutional racism, and are growing wealthier as evidenced by the expanding black middle class.

Indeed, Zawahiri does not paint a very enticing picture in describing the sacrifices required along the path of jihad, especially for those used to the material comforts of America.

"If we continue to aspire to nothing more than diplomas, positions, salaries, pensions and the raising of our children, there will be nothing but humiliation in store for us, our children and our grandchildren," he argued. "If, on the other hand, we are happy with killing, captivity, emigration, losing one's spouse, orphanage, and losing one's wealth, homeland and beloved in the path of Allah, then with Allah's help, no power on the face of the earth can defeat us."

Zawahiri in his latest speech also made fresh threats about coming attacks on America.

He warns that a new "squadron of martyrdom-seekers" is lined up behind "hundreds" of new leaders who are following in the footsteps of captured 9/11 mastermind Khalid Sheikh Mohammed.

"They shall achieve more than he achieved," Zawahiri vowed. "The Americans shall pay dearly."

He says American voters had a chance to fire Bush in the last presidential election for invading Iraq, but they chose instead to re-elect him. He suggests they forfeited their chance for protection from terrorism, and deserve punishment.

"The Americans deserve what they're getting," he said. "They chose this liar two times, so let them pay the price for their choice."

Gadahn has said "the streets of America shall run red with blood," later singling out Los Angeles as a target of attack...

If we are to believe the emerging timeline of events, Cho Seung-Hui killed a woman and her RA in a dorm, went back to his dorm and captured a QuickTime video rant, burned a DVD, trekked to the post office with two 9mm weapons in tow, mailed the DVD, along with photos and miscellaneous writings to NBC, and then marched over to Norris Hall and killed another thirty or so people execution-style.Add to this a bevy of “experts” on television this evening declaring Cho Seung-Hui to be obviously paranoid schizophrenic. Excuse me, but paranoid schizophrenics, minus medication, have a difficult time stitching two coherent sentences together, let alone methodically engaging in homicide, managing to escape undetected, and then recording thoughts after the fact and conjuring up the wherewithal to send out a press release.

I’m not buying it.

But what I can buy, or at least entertain, is the possibility Cho Seung-Hui is, for lack of a better term, a Manchurian Candidate. Do a Google search on Project Bluebird, the very real CIA experiments in brainwashing and multiple personality engineering. “BLUEBIRD was approved by the CIA director on April 20, 1950. In August 1951, the Project was renamed ARTICHOKE. BLUEBIRD and ARTICHOKE included a great deal of work on the creation of amnesia, hypnotic couriers, and the Manchurian Candidate,” writes Colin A. Ross, MD. “ARTICHOKE documents prove that hypnotic couriers functioned effectively in real-life simulations conducted by the CIA in the early 1950’s. The degree to which such individuals were used in actual operations is still classified…. BLUEBIRD and ARTICHOKE were administered in a compartmented fashion. The details of the programs were kept secret even form other personnel within the CIA…. The BLUEBIRD/ARTICHOKE materials establish conclusively that full Manchurian Candidates were created and tested successfully by physicians with TOP SECRET clearance from the CIA…. As well as being potential couriers and infiltration agents, the subjects could function in effect as hypnotically controlled cameras. They could enter a room or building, memorize materials quickly, leave the building, and then be amnesic for the entire episode. In part, the document states: “Miss [redacted] was instructed (having expressed a fear of firearms) that she would use every method at her disposal to awaken Miss [redacted] (now in a deep hypnotic sleep). Failing this, she would pick up a pistol and fire it at Miss [redacted]. She was instructed that she would not hesitate to “kill” [redacted]. Miss [redacted] carried out these suggestions including firing the (unloaded) gun at [redacted] and then proceeded to fall into a deep sleep. After proper suggestions were made, both were awakened. Miss [redacted] expressed absolute denial that the foregoing sequence had happened.” Of course, the existence of Project Bluebird and the search for Manchurian Candidate is hardly conclusive evidence Cho Seung-Hui was a programmed murder zombie. On the other hand, the picture painted by the corporate media, that Cho Seung-Hui was simply a mentally deranged and violent loner who stalked women and wrote disjointed plays does not make sense, especially considering his reported proficiency with handguns and the series of methodical tasks he accomplished soon after gunning down two people in cold blood.
Either way, the largest massacre in American history, carried out on the campus of a prestigious engineering school, will certainly jack up the fear ratio—to say nothing of launch yet another salvo at the Bill of Rights, two things certain to please our control freak rulers.

Project ARTICHOKE was a CIA project that researched interrogation methods and arose from project BLUEBIRD on August 20, 1951. A memorandum by Richard Helms to director Allen Welsh Dulles indicated it became project MK-ULTRA on April 20, 1953. The project studied hypnosis, forced opiate addiction (and subsequent forced withdrawal), and the use of other chemicals, among other methods, to produce amnesia and other vulnerable states in subjects. Magician John Mullholland was consulted for the project. Artichoke was an offensive program of mind control that gathered together the intelligence divisions of the Army, Navy, Air Force, and FBI. In addition, the scope of the project was outlined in a memo dated January 1952 that stated, "Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self preservation?"

Gunman sent package to NBC News ‘I didn’t have to do this,’ says message mailed between shootings

Sometime after he killed two people in a Virginia university dormitory but before he slaughtered 30 more in a classroom building Monday morning, Cho Seung-Hui mailed NBC News a large package, including photographs and videos, lamenting that “I didn’t have to do this.” Cho, 23, a senior English major at Virginia Polytechnic Institute and State University, killed 32 people in two attacks before taking his own life. NBC News President Steve Capus said the network received the package, which was not addressed to a specific person, in Tuesday afternoon’s mail delivery, but it was not opened until Wednesday morning. The network immediately turned the materials over to FBI agents in New York. The package included an 1,800-word manifesto-like statement diatribe in which he expresses rage, resentment and a desire to get even. The material is “hard-to-follow ... disturbing, very disturbing — very angry, profanity-laced,” Capus said in an interview late Wednesday afternoon. The material does not include any images of the shootings Monday, but it does contain vague references. “I didn’t have to do this. I could have left. I could have fled. But no, I will no longer run. It’s not for me. For my children, for my brothers and sisters that you fucked, I did it for them,” Cho says on one of the videos.

COMMENT: What in the world can I say to this development? Is it the ravings of a madman? Well? Is it?.... "Oh he's just crazy!" Is that it? Executive Orders are official documents, numbered consecutively, through which the President of the United States manages the operations of the Federal Government. The text of Executive orders appears in the daily Federal Register as each Executive order is signed by the President and received by the Office of the Federal Register. The text of Executive orders beginning with Executive Order 7316 of March 13, 1936, also appears in the sequential editions of Title 3 of the Code of Federal Regulations (CFR).

Executive Order Number 12148 created the Federal Emergency Management Agency to interface with the Department of Defense for civil defense planning and funding. An "emergency czar" was appointed. FEMA has only spent about 6 percent of its budget on national emergencies. The bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic.

Executive Order Number 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry.

Executive Order 10990 allows the government to take over all modes of transportation and control of highways and seaports.

Executive Order 10995 allows Seizure of all communications media in the United States.

Executive Order 10997 allows Seizure of all electric power fuels and minerals, public and private.

Executive Order 10998 allows the government to take over all food resources and farms.

Executive Order 10999 allows Seizure of all means of transportation, including personal cars, trucks or vehicles of any kind and total control of highways, seaports and waterways.

Executive Order 11000 allows Seizure of all American people for work forces under federal supervision including the splitting of families if the government finds it necessary.

Executive Order 11001 allows seizure of all health, education and welfare facilities, public and private.

Executive Order 11002 empowered the postmaster general to register all men, women and children in the U.S.

Executive Order 11003 allows seizure of all airports and aircraft.

Executive Order 11004 allows seizure of all housing and finance authorities to establish Forced Relocation Designated areas to be abandoned as "unsafe."

Executive Order 11005 allows seizure of all railroads, inland waterways and storage facilities, public and private.

Executive Order 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

Massacre Gun: $571 for 9 mm Glock and 50 Bullets at Roanoke Store

Seung-Hui Cho bought his first gun, a 9mm handgun, on March 13 at a Roanoke, Va. gun store, the owner tells ABC News.
John Markell, the owner of Roanoke Firearms, said today that he had been interviewed by three agents from the federal Bureau of Alcohol, Tobacco and Firearms about Cho's purchase of a Glock 9 mm handgun. "I feel terrible about this," Markell told ABC News at his store today, which is part gun shop, part pawn shop on the outskirts of Roanoke. Markell said Cho's gun and a box of 50 bullets cost $571. He said Cho paid by credit card and left the store with the gun. Markell said Cho was "a clean-cut college kid," and the transaction was entirely legal under Virginia law. "He was as cordial as could be, and there was nothing unusual in his manner that suggested any thing wrong," Markell said.

COMMENT: How could he have known? The guy looked normal. A totally innocent mistake. Had he LOOKED unclean and un-college like then it would have been different. He probably would NOT have sold it to him. I mean.... would you have?

Killer identified as English major Cho Seung-Hu

BLACKSBURG, Virginia (CNN) -- The former chairwoman of Virginia Tech's English department was so concerned about Cho Seung-Hui's anger in the fall of 2005 that she took him out of a creative writing class and taught him one-on-one. Lucinda Roy said Tuesday that police had asked her not to discuss details of the Virginia Tech shooter's writings because of the ongoing investigation, but she said the anger he expressed was palpable. Police say Cho was the student who killed at least 30 people and wounded 17 others before killing himself Tuesday in an engineering classroom building. It's also believed he killed two other people earlier Monday in a dormitory on campus, but police are not yet willing to say so definitively.

RICHMOND, Va. (AP) - Meeting on the grounds of the former Confederate Capitol, the Virginia General Assembly voted unanimously Saturday to express "profound regret" for the state's role in slavery. Sponsors of the resolution say they know of no other state that has apologized for slavery, although Missouri lawmakers are considering such a measure. The resolution does not carry the weight of law but sends an important symbolic message, supporters said. "This session will be remembered for a lot of things, but 20 years hence I suspect one of those things will be the fact that we came together and passed this resolution," said Delegate A. Donald McEachin, a Democrat who sponsored it in the House of Delegates. The resolution passed the House 96-0 and cleared the 40-member Senate on a unanimous voice vote. It does not require Gov. Timothy M. Kaine's approval.

COMMENT: I think that is an amazing step towards responsibility. Slavery. 400 years. Was it worth it? As far as being slaves and the trade off we have now. We survived and here we are. Free!! Free to be dignified or stupid like everyone else. Free to get married! Free to divorce! Free to buy rims and houses and as some people say: "bling". (It's amazing how I used to like that word when Birdman said it) Free to shake it as if it were a salt shaker. Free to.....well that's it. That's about as deep as we allow ourselves to be portrayed. Free to be unfairly accessed I guess. BUT! We are American right? Just like other people. Accepted. Equal. YESSSS JESUS!!! Happy? Grateful? Thankful you're not worshipping Satan in Africa?
